Природний газ, підземні сховища, літій | Давид Арахамія дав дружні поради іноземним інвесторам

Голова наглядової ради державної установи «Офіс із залучення та підтримки інвестицій» (UkraineInvest), народний депутат Верховної Ради України Давид Арахамія, презентував іноземним інвесторам найкращі, на його погляд, можливості для інвестицій у сфері надрокористування в Україні.

Лідер парламентської фракції Слуга Народу, Давид Арахамія виступив під час найбільшої Балто-Скандинавської інвестиційної конференції, присвяченої Україні – Investing and Rebuilding Ukraine’s Future – 27.05.2024 у Талліні (Естонія).

«Щойно війна скінчиться, все буде відбудовуватися, і це дає численні різноманітні можливості для отримання великих прибутків від ваших інвестицій. … Як і куди можна інвестувати? Я спробую … розповісти вам приблизно те саме, що я розповідаю своїм друзям, щоб ви мали краще відчуття того, що відбувається, і де я бачу можливості», – сказав Давид Арахамія, звертаючись до учасників конференції.

Розповідаючи про перспективні напрями для користування українськими надрами, голова наглядової ради UkraineInvest в якості прикладів навів потужні родовища газу, найбільші (і, з його слів, найдешевші) в Європі підземні сховища газу, а також поклади літієвих руд.

«Окрім газу та нафти, у нас є одні з найбільших запасів (resources) літію. Наприклад, я щойно повернувся з Нью-Йорка. США… [хочуть, щоб ми] мали консорціум США та України, тому що, як Ви знаєте, Китай контролює більшість літію, і літій стає стратегічним матеріалом. Отже, ми маємо великі, великі запаси літію. Тож вони хочуть побудувати фабрику, видобувати [літієву руду] в шахтах та побудувати фабрику в Україні. Чому? Тому що навіть Австралія отримує літій і продає його в Китай для виготовлення кінцевого продукту. Тому ми хочемо мати повноцінне виробництво в Україні», – заявив Давид Арахамія.

«We have a war. We suffered a lot. The World Bank estimates, that we have USD 500 bln in losses already. That means it is a bad thing on one side, [but] it is a good thing for investors on another side. Because, ones the war is over, it’s gonna be all rebuild, and it presents numerous different opportunities, you know, like you can make great returns on your investments. I am a majority leader in the Parliament, so basically we are writing the rules how this is gonna be managed. Аnd at the same time, I am the head of the supervisory board of the Ukraine Invest. Ukraine Invest is the Government owned agency, that has the goal to facilitate investments on the Government side – so it is directly reporting to the Prime-Minister of the country, as an execution brunch of the power. So basically we have really great connections the legislative part [and] the executive part.

How you can invest, and where to invest? I’ll try to give you advices – this is not like a traditional speech on a conference… I’m trying to give you advice I’m giving to my other friends who want or asking. You know, I have a lot of friends, I used to live in US, I have a lot of people from US calling: “David, what’s going on? What would be the opportunities?” So [I’ll] try to tell you pretty much the same I’m telling my friends, so you have a better feeling of what’s going on, and where I see the opportunities.

First, we start with the big ones. Obviously, if somebody’s natural resources business – it is a really big opportunity. Why? Because Ukraine in big by itself, it is the largest country in Europe, and we have a lot of gas resources. This year Ukraine has a self-sufficient gas production. We used to import [gas] from Russia before – so we did not import anything, you know, like we basically covered all our needs, we are actually ready to export as well.

Ukraine has underground gas storages, the biggest in Europe right now. So, basically, if you, for example, buy the license to get the gas, so you can get the gas when the price is the minimum on the export level, put it in the storage – the cheapest in Europe – wait when the price goes up, and sell it out. So basically, this is like a business model.

Besides the gas and oil, we do have one of the largest lithium resources. For example, I’ve just returned from the New York. US wants us to be kind of… have a consortium US and Ukraine, because, you know, China controls the majority of lithium, and it becomes the strategic material. So we have like a large, large reserves in lithium. So they wanna build a factory so get it out in the mines and build the factory inside Ukraine. Why? Because even Australia gets the lithium and sells it to China to make a final product. So we want to have a full production in Ukraine.

Obviously, all these big projects give you an opportunity to have a smaller project as a satellite, like if somebody builds the factory, you can build the great restaurant or carwash or whatever that serves the people who are working for this factory. You know it, because when I was travelling here, when I was driving, I saw many big facilities and small facilities nearby. I’m sure they are owned by different people».
